NPRuntime is what you can write and register browser plugins in. What that error suggests to me is whatever you're trying to test your Flash in lacks an updated Flash plugin or doesn't support the plugin overall (e.g. download the Win7 plugin accidently instead of Win8 RT, etc).

 

What exactly are you trying to test your project in? Is it a browser? If so, have you installed the latest Flash player or one of the latest debuggers? Please be sure to install the correct version for your OS (7/8/8RT) and bit depth (x86=32bit, x64=64bit). On this page you can find the latest debug versions:

Otherwise are you trying to debug something using the built in Flash debugger (non-browser, FlashPlayerDebugger.exe)? And if so, have you updated it in your install of Flash using the correct debugger for your OS from the same page? For example in Flash CC 2014 the default location you should have replaced players in is C:\Program Files\Adobe\Adobe Flash CC 2014\Players.
