Sorry, yes there's a PhotoshopElements_12_WWEFDJ.7z file at 1,133,097 KB in addition to the PhotoshopElements_12_WWFEDJ.exe which is 1,506 KB.
Also a folder named Extract which contains the cab and other files along with setup.exe.
